Lord Howell of Guildford was Conservative MP for Guildford between 1966 and 1997, holding various ministerial posts in the Heath Government and serving in Margaret Thatcher’s Cabinet successively as Secretary of State for Energy and then for Transport. He chaired the House of Commons Foreign Affairs Select Committee between 1987 and 1997. He was ennobled in 1997 and between 2010 and 2012 served as Minister of State at the Foreign Office. He now chairs the House of Lords International Relations Committee and is President of the Royal Commonwealth Society.
